Driving Change Network (DCN)
The Driving Change Network wants to work with Government to establish a Graduate Driver Licence System (GDLS) which includes a focus on driver education training and licensing. This is about ensuring all New Zealanders have equitable access to the education and training required to pass the test.

formed in 2019, when Todd Foundation, JR McKenzie Trust, Vodafone New Zealand Foundation and the Mayors Taskforce for Jobs decided driver education, training and licensing needs in Aotearoa are so widespread that they need to move beyond philanthropy into a centrally funded model.
This required a pivot from funding driver education, training and licensing programmes. By funding the Driving Change Network instead, we hope to work with government to address the systemic changes required to create an equitable and accessible driver licensing system.
We have the knowledge and connections needed to help develop an effective driver education, training and licensing system. We want to be part of the solution.
